I have a question regarding special education determination. The school that I work at is in a very affluent area. The average IQ at my school is approximately 118, and classroom teachers teach to the "average" student at this level. That means that students who have an average IQ, such as 95, are considered behind. They may make progress on national measures, such as DIBELS progress monitoring, but this progress isn't transferring over to their classwork. They remain behind and their rate of progress might even be just a little bit below their more advanced peers. Because of this, we have been having trouble distinguishing when a student should be considered for special education. We want to give the students the help they need to be successful, but we do not want to label a student with a learning disability just because they are in a location where the majority of their peers are above average.
I would appreciate anyone's thoughts on this matter or similar experiences. Thanks.

I think this is a really interesting topic. It makes me wonder about the relationship between gifted and talented programs and RTI. Can anyone speak to experiences with that?
