This is a really complicated question. In reality, it would be great if pre-service programs were able to help create the paradigm shift that provides the entire foundation for RtI. This is not a small request.
I fear that most pre-service programs are doing little more than a chapter in the required Special Ed. course on RtI. But, then again, I'm at the secondary level which has been late to RtI. Maybe our candidates will start having RtI training in the next year our two.
Otherwise, I think it is essential for school psychs to have a strong background in RtI. Their training in problem solving is essential . Most administrators lack the specific skills and methodologies that psychs have. A good school psych can help a school make huge gains.
